Historic Black community in Gulfport Continues to Fight Against Ammunition Storage in their Neighborhood

Turkey Creek and the local Black communities that surround it are at risk again due to a proposed industrial military development that would increase flooding, risk toxic exposure from a contaminated groundwater site, and store dangerous and potentially explosive military equipment near a residential community.

Today, on behalf of EEECHO and other community groups, Earthjustice and the ACLU of Mississippi filed a reply brief in their appeal regarding failures by the Mississippi Environmental Quality Permit Board to examine how the storage of ammunition and other military equipment within close proximity of North Gulfport residents would impact them. They argue, in part, that the Mississippi Port Authority at Gulfport’s (the “Port Authority”) proposed project to martial military equipment, including ammunition, on the contaminated groundwater site known as the North Port Property violated state law in multiple ways. And while the matter will ultimately work its way through the Courts, EEECHO released a new GIS map to educate all of Gulfport regarding the placement of toxic sites, where those sites are located, and how they impact communities — even those communities beyond North Gulfport.

“Regardless of our court case,” Founder and leader of EEECHO Ms. Ruth Story stated, “this map demonstrates that our community must come together to ensure that toxic sites are not lumped into only certain areas, and that our public health, our waters, our ability to thrive in our community is protected.”

The filing today comes nearly 4 years after the Permit Board initially certified that any proposed project by the Port Authority for the site would not impact water quality through flooding or otherwise. Yet, the Mississippi Permit Board never investigated whether or how explosives would be stored near the community, nor what types of safety measures or possible contamination could result from such a unique use.

“In 2023, the Department of Defense has a responsibility and a duty to ensure their facilities eliminate or minimize risks to communities–including flooding, toxic exposure, and environmental injustice,” said John Johnson with EEECHO. “For DOD to promote this type of storage in a historic community like ours, is so short sighted, especially when other locations owned by the Port could eliminate this risk on our community.”

The Port Authority’s strategic plan continues to aim for development directly north of its current location, putting North Gulfport in harm’s way. From an attempt to dump rancid chicken coolers in residential areas after Hurricane Katrina, to unfulfilled promises for good-paying jobs and ethical economic development, to the latest attempt to install a military site near residential housing on land deemed too toxic to develop — the people of North Gulfport have resisted industrial uses in their historic residential community for over a decade. The map released today is another step forward as they work to engage with elected local and state leaders to protect their homes.

“As a church leader, a homeowner, and a resident, we can’t move our buildings, but the Port can expand away from where people live, play, and pray.” said Bishop Jonathan Tate, Sr. “We only hope this recent filing and map will help them believe that protecting our community from dangerous development like the storage of ammunition is the right thing to do.”

GULFPORT, Miss. (WLOX) - As tourism and the local business economy grow in South Mississippi, Gulfport-Biloxi International Airport is working to meet the demand.

Breeze Airways announced Tuesday morning it will be adding two flight services at the Gulfport-Biloxi International Airport.

According to the airline, direct flights will run twice weekly from Gulfport to both Tampa, Florida, and Las Vegas, Nevada.

Executive Director Clay Williams says Breeze Airways is a perfect choice.

“What’s really interesting about Breeze and what we felt would be a good fit, they offer affordable service to underserved markets like Gulfport-Biloxi. So, they actually have an aircraft type that we feel is the right size for our market.”

Breeze Airways -- launched by Jet Blue Founder David Neeleman will include non-stop flights starting to both Las Vegas and Tampa on January 12, 2024.

Fares on the new nonstop routes start from $29* one-way to Tampa and $59* one-way to Las Vegas if purchased by October 30, for travel by September 3, 2024.

The airline addition is just the tip of the iceberg. Since 2021, the Gulfport Biloxi International Airport has received $16.17 million dollars in RESTORE Act funding.

Four massive projects are underway or about to begin. Among them, expanding a secondary runway, a new hanger, a new maintenance facility, and site work for future economic development Williams says the airport is putting the RESTORE money toward long-term growth over the next decade.

“We’re looking at other areas and parcels that the airport owns and how can we improve and how can we enhance for the future.”

Gulfport, Biloxi looking at ways to decrease medical response times

GULFPORT, Miss. (WLOX) - Changes to emergency medical response could be on the horizon for Biloxi and Gulfport.

Are ambulances taking too long to respond?

That’s one of the questions that Gulfport city leaders are asking as they adopt a resolution that creates a new emergency medical service district.

“We’re anticipating going out for a request from a number of ambulance services to see how best they can serve our citizens because that’s what it comes down to,” Mayor Billy Hewes said. “Are our citizens being served, are the response times there? It’s all about saving lives and making sure people are tended to from an ambulance service standpoint.”

Right now, there’s only one emergency medical service district in Harrison County.

American Medical Response, or AMR, holds the contract and serves the entire county.

Last week, Biloxi City Council passed a similar resolution creating a new EMS district.

“There will be three of these particular districts. With those we will negotiate and we will do our own bid process. It may be that one vendor gets all three contracts, but it may be that everyone does it on our own. The key is making sure our citizens are getting the best ambulance service available,” Hewes said.

Harrison County’s contract requires AMR to be on the scene within ten minutes inside city limits.

According to data obtained by WLOX News, in 2022, AMR wasn’t meeting that requirement in Biloxi and Gulfport for most of the year.

Hewes said on most calls, city firefighters beat AMR to the scene.

“Our team usually get to calls before an ambulance does, before anybody else, stabilizing victims, making sure they’re either tended to if they’re injured, and then the ambulance are the ones that does the transport if it’s needed to a medical facility or hospital. Our front lines guys, our first responders, do a remarkable job day in and day out,” Hewes said.

Biloxi Fire Chief Nick Geiser agrees a change-up is needed.

“It’s almost like we’ve been turned on our heads. We don’t fight as many fires per se because building codes, fire codes have greatly expanded and increased on the safety factor, but what we’ve doing is expanded into the EMS side of things,” Geiser said.

In fact, Geiser said medical calls now make up 80% of the fire department’s response.

“Whereas five years ago we had two or three EMTs on the department, we’ve got 10 to 12 now,” he said.

AMR’s contract with Harrison County ends in January 2024.

After that, Biloxi and Gulfport will decide whether to stick with AMR, or explore other options for medical response.

“The key is making sure our citizens are getting the best ambulance service available,” Hewes said.

A low pressure system moving through our region, brought us some rainy and windy conditions. The wind gusts over 40 mph in a couple of locations. The showers are moving east. We could see a few lingering showers overnight, and lows will settle in the 40s. We will be drier with a mix of sun and clouds through the weekend. Then, another storms system brings a threat of rain and storms on Monday into Tuesday.

A low pressure system moving through our region, is bringing rain and windy conditions. There is a wind advisory in effect until 8 PM. Wind gusts could be around 30 mph or higher. And showers will last through the evening, wrapping up around 10 PM. There is still a chance for thunderstorms this evening. Remember, any thunderstorm can produce downpours and lightning. But, there’s a low risk that some of these thunderstorms could become strong enough to produce hazards including damaging gusts of flooding, 50-60 mph gusts, and a brief/weak spin-up twister or waterspout.
